When adverse weather occurs, members must know installation procedures to safely arrive at Joint Base McGuire-Dix-Lakehurst.

MISSION ESSENTIAL REPORTING: Mission, weather and emergency essential personnel are those that the commander determines necessary to maintain essential base services, activities and schedules. Commanders are responsible for determining and clarifying the categories of their personnel. Personnel designated as mission essential are expected to be at work regardless of any dismissal authorization due to weather or other reason, unless personal safety conditions dictate otherwise. (NOTE: Commanders should reference DoDI 1400.25-V610, DoD Civilian Personnel Management System: Hours of Duty and DoDI 1400.25-V630, DoD Civilian Personnel Management System: Leave which lays out the authority to excuse (place on administrative leave) without loss of pay.) Further updates will be provided directing return to normal operating hours.


DELAYED REPORTING:  All personnel designated as mission, weather or emergency-essential personnel, as determined by mission partner commanders, are required to report for duty beginning at the time established by the installation commander.  Non-essential personnel are usually authorized a delay which will be established based on weather and road conditions. Additional delays may be directed by mission partner commanders due to road hazards and/or safety concerns.

EARLY RELEASE: Mission partners are responsible for managing early release within their organization when the joint base commander initiates this action. The goal is to stagger departure times to alleviate congestion and to allow those who live farthest from the base to leave first.


ROAD CONDITIONS
Road condition advisories for Joint Base McGuire-Dix-Lakehurst are:


Green:
Roads are clear and dry. Drivers will comply with normal vehicle operating procedures and posted speed limits. (NOTE: This condition is typically for normal road conditions or minor inclement weather.)


Yellow: The roads are wet and may be slippery due to ice, snow, or reduced visibility. All drivers should exercise caution and must reduce speeds to 5 mph below the posted speed limit. (NOTE: This condition is typically for heavy rain, excessive wet leaves on the ground or fog.)


Red: The road conditions are hazardous due to ice, snow, high winds, heavy precipitation, or reduced visibility. The only vehicles authorized to drive on base are emergency and mission-essential vehicles and those mission-essential personnel reporting for duty. All drivers must use extreme caution and reduce speeds to 15 mph throughout the joint base and 5 mph in all housing areas. 
(NOTE: This condition is typically for high wind/driving rain that limits visibility and flooded roads.)


Black:
The road conditions are extremely hazardous due to ice, snow, high winds, heavy precipitation or reduced visibility. The only vehicles authorized to drive on base are emergency-response vehicles. Emergency-response drivers must exercise extreme caution. (NOTE: This condition is typically reserved for closures due to impassable roads, downed trees/power lines, zero visibility and/or extreme flooding.)

To ensure the safety of Joint Base members, the installation commander may direct a delayed reporting status for non-essential personnel during severe inclement weather. All reporting status changes are immediately reflected on the joint base information lines.
